The purpose of the Stage II Decommissioning Guide is to provide the most up-to-date state-by-state/region-by-region information regarding the decommissioning requirements for Stage II Vapor Recovery Systems at gasoline-dispensing facilities (GDFs).
The Source™ Stage II Decommissioning Guide features an interactive map that allows the visitor to select the individual state for which more information is required. Clicking on a specific state reveals its basic Stage II decommissioning status, with links that can be accessed for more in-depth information. (See example of Stage II information for Texas.) There is also a list of the 18 states that currently do not require any form of Stage II Vapor Recovery at GDFs.
In the 1990s, the United States Clean Air Act (CAA) began requiring many ozone nonattainment areas to adopt Stage II Vapor Recovery at their GDFs. In 1998, the CAA also began requiring vehicle-makers to add onboard refueling vapor recovery (ORVR) systems to their automobiles and light- and medium-duty cars, vans and trucks, and since 2006, all new vehicles have been equipped with ORVR systems.
Because of the positive impact these ORVR systems have had on reducing harmful fugitive emissions during fueling, in May 2012 the U.S. Environmental Protection Agency (EPA) issued a final ruling stating that with ORVR in widespread use, all states and regions with Stage II Vapor Recovery programs had the option of removing the programs from their state implementation plans.
